STUB per-entity state machine for the SHUNTING procedure.
Placeholder: ab_gp_shunting_fsm_handle_event() just logs (via ab_gp_fsm_stub_log(), see ab_gp_fsm_stub.h) that this FSM is not built yet and returns false. It IS wired into ab_gp_dispatch()'s subscription table, so every relevant event already reaches it - making it real later means adding a (state, event) -> state table here following state_machines/train_data/ as the template, plus a state enum + context field, and dropping the stub call. No ab_gp_proc_*.c or dispatch-table change is needed then.
Until then, the actual SHUNTING behaviour runs where it already does: ab_gp_proc_shunting.c + session FSM.
