Detailed Description

Private helper: reports a real-time attribute this OSAdapter could not apply (OSA rules R1/R2/R6).

Reported through rte_safestate_enter(RTE_SAFESTATE_LEVEL_DEGRADED, RTE_SAFESTATE_REASON_OSA_RT_ATTRIBUTE, ...): DEGRADED returns. For a thread attribute the resource still works (as before) and the integrator's DEGRADED handler decides whether a platform without the attribute (e.g. no SCHED_FIFO permission in an unprivileged container) is acceptable. A mutex without priority inheritance is not created at all (REQ-OAL-MUTEX-004): its create fails with RTE_STATUS_INTERNAL_ERROR after the report. Previously these failures were ignored with (void).
