OSAdapter memory pool operations vtable.
An OSAdapter that guards its pools with an internal lock shall bound every wait for it (REQ-OAL-MEM-015, OSA rule R2: every wait bounded). When the bound expires, create, acquire, release and stats return RTE_STATUS_TIMEOUT and leave the pool unchanged: create reserves nothing and leaves *out_handle unwritten, acquire sets *out_block to NULL, release does not return the block (it stays with the caller, who may retry), stats leaves its outputs unwritten.
